How do I unlock Mr. Freeze's cell to retrieve the minikit within it?

You need to have the pinguin or someone else who has short legs and go in the igloo on the right hand side.

@jakeb the problem is that with all the ice its hard to put a penguin in the igloo! all we manage to do was kill mr. freeze with the penguins!
