It REALLY sounds like you're talking about Level 3 (ummm, Chapter 3 as they call it), Rumbletown, which has a section where you just pass a higher grassy area before reaching blocks you have to push the correct way to proceed. Level 4, Cutthroat Carnival, has almost no block pushing. But the only block pushing has a grassy upper area, so I'll mention both.
Cutthroat Carnival: Soon after the start Blobbers tells you the bridge is out. You have to go all the way to the right, push a block onto a small ship-shaped platform there, then go to the left and down to climb the stairs to what looks like a pirate ship's deck and activate the steering wheel. This moves that platform - and the block - next to Blobbers. Push the block off into a hole, and Blobbers reveals that you also need a key. Ship's wheel again to cross and push another block into another hole, then after fighting some Chompies you can walk up the ramp to the aforementioned upper area.
Rumbletown: After climbing a winding path you reach 4 blocks laid out like an upside-down L. This seems complicated because these blocks provide access to 4 different areas. Calling the first row 1 and 2, row 2 is block 3 and the last one 4. Push #4 to the left twice and down twice to fall off the cliff, you can drop down on that block to enter a cave. This also lets you through to the Life Gate next to the blocks. Block #3 push at least once to the left, so you can push #2 up, which lets you push #1 to the left to give access to the upper grass area in question. If you push #1 left a total of 4 times and up 3, it gives access to a findable, I think a treasure chest (I forget, it's been a while).
If this doesn't answer your question, please try to be more specific about where this is, including the level name. :)
