Luck a tron wheel
What does the Luck-A-Tron ACTUALLY do? Is it better to set all four to one color? How do you notice when playing the game if anything has changed?

It's WAY too subtle to really notice. What the wheels do is increase the odds a little. So Wealth Wheels make it more likely that destroying breakables will result in money, the money that pops out is more, and piles of money lying around, like the vault, will give you more. Health wheels will mean you have more food popping up out of enemies and breakables. Experience wheels makes sure more XP orbs pop out of enemies (and I think I get them out of breakables sometimes when I have 4 wheels on), and Power wheels gives you more Elemental damage. This last one I have concrete evidence for, when I've had 4 wheels on I've gotten Elemental damage even when I'm not in the right element! Do the turret challenge a few times and you can complete a figure's Elemental Damage quest to do 7500 damage.
Again, it's subtle, but the effect clearly works. Through enough gameplay under and without these conditions I can always feel the difference. I usually have a goal, like saving money for upgrades or working someone up to Level 15, so I always load up 4 wheels of what will help me most. It's like each wheel is a 10% boost in the chance of getting the appropriate thing, so all 4 would be a 40% boost. It feels like the wheels must be 10% or 15% each, but I've heard it estimated lower.
I saw a video on YouTube where a guy was playing through The Oracle, with some XP wheels on, and when he did the Spider challenge, defeating the big spider gave enough orbs that he went from Level 1 to Level 2 to Level 3, in ONE SHOT! It was freaky seeing two Level Ups back to back on one character like that. Not even 100% sure it was from Level 1, might even have been Level 3 to Level 5. That's a lot of XP.
