When i tried to look i couldn't find it

He can be randomly set anywhere in your town after 10 o'clock and his lamp is even harder to find but he's not there every night and he could be there from 10 to 6 o'clock so you've got a very slim chance of finding wisp, sorry :(

He is normally near the ocean after 10 o' clock. He'll ask you to find his lamp and you may have gotten the lamp before seeing him.

You find wisp on monday night at the southeast corner of you town
