When you get to the main get there is supposed to be someone on the left. who is it and how do you get them to appear?

The junior mayor hangs out there most of the time. Depending on what stage of the game you are in he moves around. If you are near the end of the game, you can find him on one of the islands in Hurricane Harbor.
