Cant reach tool in squash room

We have the ping pong balls for the engine room but cant retrieve the tool in the flooded squash court have emptied the room cant find a wqy to reach the tool

Use the control panel in the blige pump room. the lights indicate the water level use the controls on the pump to put only 4tons of water in the squash room this is 4 lights on the control panel
