You find the yellow book in the bottom of the glass case filled with water in the middle of the first floor main room. you get to it by going into the bedroom on the second floor - off the right balcony. you will see a wardrobe against the wall on the left of the bed. get fred to push it towards the outer wall and you will see a switch, you need velma of course and after she trips the switch the top of the case will pop open and a green grapple circle will appear on the floor of the right side of the case. shaggy grapples into the case and retrieves the book. hope this helps.
