Weapon Creation?

What do I do to create weapons and armor? All I can do with all the Ore etc. is upgrade what. I have on to a certain level? Is that all you can do? Please advise......

You can't craft i know the way they word it is extremely confusing they mean you can only use materials to craft to enhance i know its stupid but that is how they worded it, it confused me at first too.
