Killing skurky in the church

I have tried using LT and RT and every other thing I can think of and I still can't shoot Skurky before he shoots me.

Just use shoot tho hit him on the head, then a skull will show where you are hitting, then either press "x" (if using xbox) or just empty the mag into him and a pile of skulls will show, when it empties, it will automatically fire.
