City of the dead

When speaking to the chancellor i do not recieve the soul splitter and when i travel to the city of the dead as i get to the top of stairs the chancellor appears - tells me to be careful and then my screen goes black with just the mini map to show me where im going - without starting the game from start is there anyway of getting soul splitter?
