Idk it won't pop for me either helicopter isn't in spot it should be it appears after on the right just before bridge, is this glitched ???

I had the same problem, there's actually a car that drives through the bots legs on that street. Not sure if there's a lap sequence or what, it just took me a dozen or so times to get it.
