I use my eagle vision at Boston to find a guy in gold I fond him but don't know what to do? Can anyone help

Be specific. Which mission were you on? Was there a red circle above his head? If so, kill him. If it is blue, you talk to him I think by pressing "b" (On Xbox 360)
