Mobile code in Brown's Apartment

What is the code? I have no idea how to get the code, it makes little to no sense. One second it was saying that Brown had a bad memory so the suitcase is already unlocked but the phone isn't? It also said earlier in the game that Brown's 8's look like 3's or vice versa, so is the last number a 3 not an 8, and even if it is what is the rest of the code? Thanks alot of anyone helping.
