Complete ALL of the festival races and street races. I had the same problem.

Go to your map hit the R1 button go down to barn finds hit the gps button look for the big white circle be far view on your car and look for open driveways last two is old school ferrari and an aston martin goodluck IrishCurse1977

No u just have to play the game a lot then rumors will appear at random times
