No. In the first game, SSA, the Accolade was to get all hats. Not so now. It's something like 35 hats, when ALL hats is like 40. The hat you're referring to, the Knight's Helm (awarded for completing Nightmare) is NOT necessary, and is the only hat you can't get on other difficulties.
If you're still missing this Accolade, check your hat collection (on your non-Nightmare save). Do you have other gaps, besides the Knight's Helm? (that one is in the second-to-last-column from the right side, in the middle row). A full collection has NO gaps. If you have several gaps, you might have missed Hatterson's Hat Shop, he has quite a few hats.
On the ship, go into the front-right cabin to adjust which Legendary Treasures are being used on the ship. Equip the Dragon Engine (looks like black bat wings). Once you indicate you're done, it'll ask if you want to fly around the ship, do it. You should see Hatterson waving at you from one of the bat wings. Head for him.
To do so, on the main deck of the ship, walk through the gap in the front wall (on the opposite side as to where the gangplank is on Chapter 2: Junkyard Isles). You land on the wing next to a door. Go in, buy some hats.
Otherwise check all of Auric's shops on all of the levels and on the ship itself, he has some hats in some of those stores, besides the hats you find (which I think are 2 per level? 16 levels - sorry, chapters - means 32 hats, so I guess the total must be more than 40).
Check that, I have a database list of the hats, there are 89 (counting the Quest hats and the Knight's Helm).
