No it's not, the only way to be a police officer in the game is you need the pc version, and then there is a mod called lcpdfr (pc only), you download it and you can play as a police officer and respond to callouts, etc.

You Must beat at least 200 missions on the police car and then the lcpd will ask you to join there team and then you will get a police uniform. :It Works:)
