How do i max out my batlle tower and where are all the most wanted criminals located???

To max out the temple you need to complete all the quests for the deciples in your tower, and in order to find all the ciminals they are on the bounty boards you come across, how ever if you didnt find all the criminals from the first "hunting we will go" quest when rivellon gets poisoned you wont be able to get the achievement i made that mistake i missed one criminal xd
