I beat all 12 waves of beast on insane on my own and I still didn't unlock savage theron

If you failed at all, then you didn't get the medal that unlocks it. If you have the medal, then try to do it with more people. Might be the process with which it unlocks it. You can get character codes for all gears characters online.
