X class cars how do you get them?

Just started playing a month or so ago...up to level 30 I play some on line and players have these X class cars that just seem that seem incredibly fast with excellent handling. How do you get them?

X class cars are just cars that have been upgraded to Performance Index 999. Usually this is done by upgrading an R1 class car by removing the restrictors and/or upgrading the tires' width, rim size, or rim style.
