I was wondering if its possible to combine vamp and werewolf powers

No, if you look at your "active powers" then the wolf blood perk gives a 100% resistance to diseases so therefore you cannot contract vampire-ism due to it being a disease.

Yes you can, if you are a level 4 vampire the only cure is to become a werewolf, you do this by completing all the companion missions and enquire about being a werewolfe.

You cannot become both a vampire and a lycan the blood of lycan will purge the vampuric blood from you and same for the vampire blood but being a lycan is far better than having everyone chace you down like a rabbid dog when you hit stage 4 vamprism and if you have hicines ring you can change all you wont plus if you have dawnguard you you can call your kin to fight with you as a lycan and kick some ass
