Strange Mist at my Feet

I am above level 60 and noticed a white mist that comes off me when I walk and ride a horse. I also see a vision of what looks like a white dragon helmet at my feet that will grow and shrink 3 sizes. It has not affected my game, except to sometime block my vision when using a bow in sneak. There has to be a reason for this, but nothing in my active effects or quests. Any ideas?
