How do you upgrade the warehouse if you are full of product and no permits to upgrade the storage?

If you fulfill the orders, it will give you a permit. You also have to have $4,325,000 to upgrade it.

Dude you should upgrade the warehouse not those 4 buildings. And stop producing the small batteries, cause it's fast and they fill out the warehouse
