Cant proceed cause of an enemy i cant find

Im on the mission where i am supposed to be taking back the airship. ive already killed off all the vox and the handyman but it wont let me go any further beacause im still supposably fighting. ive searched the whole area and there is nobody, just a voice that keeps following me around. its getting realy anoying i dontknow if its a glitch or not. did anyone else run into this problem

Having the same issue, and its not the first time. It happened a few other times but i was able to fix it by going back but in that area you cant go back.
