Sky Schooner Docks? If you don't already know, Enemy Goal is defeating more than a certain number of enemies. USUALLY just playing the level gets you there, a few times it's tight, there's barely enough enemies in the level, for a couple of Chapters this is known to be glitched and too high, but this isn't one of them. The fix for the glitched ones should work here, if everything else fails, but it relies on you having Sonic Boom. Sonic Boom's babies count as enemies to this goal. Use the babies, when they die they add to this number.

This shouldn't be necessary, though. If you're having trouble with Enemy Goal, then the easiest thing to do is whenever you get to enemy generators, let them keep spawning enemies for a bit. Like right near the beginning of this level is a Chompy Pod, spitting out Chompies. Let it do so for a while, just kill the chompies. And there are other Chompy Pods in this level.

Also, I'm not sure if the turret challenges count towards this, in case they do shoot everything, not just what they make you. Tip: while we're at it, notice that there's always a ship in the back dropping red gems. DON'T shoot him, shoot the gems, you can collect them for real as money once you finish the turret.

And make sure to do all optional areas in one playthrough, like the elemental gates (Undead and Earth, if I recall correctly), though I think the Undead doesn't have any enemies.

Here, I found a video where someone got everything in one playthrough:
On YouTube, change a video's address to end with v=VCqmGB2Alhk, just jump to 5:30 where he enters the level. As you can see near the end, he got the enemy goal (though unfortunately he used Sonic Boom, so I'm not sure if he would have gotten the Enemy Goal without her)

If you don't mean Sky Schooner Docks, use the name of the level you mean. Good luck!
